BBK, THW, Fire Service: Who Does What in a German Crisis?
In a crisis, dozens of authorities and organizations coordinate. This overview explains who is responsible for what.
Federal Office of Civil Protection (BBK)
Responsible for: Planning, coordination, training, public relations at the federal level. Creates the emergency preparedness guide, operates the NINA warning app, coordinates between federal and state levels.
What it does NOT do: Lead field operations.
Technical Relief Agency (THW)
Responsible for: Technical assistance in disasters. Provides drinking water, emergency power, rescue, bridge construction, logistics. 80,000 volunteer helpers, 668 local chapters.
Special feature: Federal agency, deployed at the request of states.
Fire Service
Responsible for: Firefighting, technical assistance, emergency medical services. Extinguishes fires, rescues people, first responder for medical emergencies.
Special feature: Municipal responsibility; Germany has both professional and volunteer fire departments.
German Red Cross (DRK) and Other Aid Organizations
Responsible for: Medical services, care, catering, blood donations. Deployed at major events, disasters, and humanitarian crises.
Bundeswehr
Responsible for: Administrative assistance in disasters (subsidiary). Provides logistics, field kitchens, medical care, bridges. Only deployed on request, has no police powers.
The Gap: What No One Covers
In the first 24-72 hours of a major catastrophe, all these forces are overwhelmed. Citizens must fill this gap through self-preparedness.
