Satellite Internet in Crisis: How Dependent Can Europe Be on SpaceX?

Starlink and satellite internet in a crisis: how great is Europe's dependence on SpaceX for critical communications, and what alternatives exist?

When Elon Musk threatened in 2023 to throttle Starlink service for Ukraine in combat zones, a question suddenly became visible: how dependent are we on a single private company for critical communication infrastructure?

What Starlink Provides in a Crisis Context

Starlink is now available in many European countries and offers:

  • Bandwidth: 50–200 Mbps download in favorable conditions
  • Latency: 20–50ms (significantly better than older satellites)
  • Availability: Even without terrestrial infrastructure

In Ukraine, Starlink showed what's possible: when terrestrial networks failed, Starlink users remained connected. This became militarily and civilly indispensable.

The Dependency Problem

And that's exactly where the danger lies:

Single Point of Failure: If SpaceX — for political, economic, or technical reasons — shuts down or restricts service, there's no equivalent alternative.

Geopolitical Control: SpaceX is an American company. The US government can influence operations and access — this isn't theory, it's fact (ITAR export controls, CFIUS review).

What Europe Is Doing About It

Europe recognizes the problem — but responds slowly:

IRIS² (Infrastructure for Resilience, Interconnectivity and Security by Satellite): The EU satellite program aims to create a European alternative to Starlink by 2030. 290 satellites in LEO planned.

But: 2030 is far away, and IRIS² is already delayed.

Eutelsat OneWeb: European operator with low-orbit constellations. Fewer satellites than Starlink, lower coverage — but exists.

What This Means for You as a Crisis Preparer

For the normal crisis preparedness household, Starlink is an interesting but costly option:

  • Starlink Standard costs: Device: ~€300–400 (one-time), Monthly: ~€50–60

More cost-effective for:

  • Rural households already with poor internet
  • Remote workers dependent on stable connections
  • Businesses with critical communication requirements

Alternative for normal households: Hand-crank radio (for information reception) + satellite phone for absolute emergencies (cheaper but very limited use).

Conclusion

Starlink is impressive and useful — but as critical crisis infrastructure for Europe, the SpaceX dependency is a problem. For individuals: dependence on a single commercial solution is not a good plan for critical communications in a crisis.
